Adherence Days
The initial feedback indicates that the Adherence Days took place without any major operational difficulties. Some ATCOs and pilots reported extra workload, of which some was expected already due to extra efforts to record the results, e.g. retrieving the RFL from the ATC system, etc.
Traffic and Delay
In terms of traffic, both days were fairly busy, i. e. more than 31.500 flights per day. The first day was mainly impacted by weather at the airports; nearly 50% of all ATFM delay on Thursday is airport delay, mainly at London Heathrow, Munich, Istanbul and Frankfurt. The total delay on Thursday was approximately 76.400 minutes.
During the Friday a total of 100.000 minutes of delay was encountered (average of the last three Fridays 130.000 minutes) mainly caused by arriving traffic into London and Frankfurt. Nearly 12% of all delay on the day was caused by reduced capacity at EGLL. The main contributing factors are weather and a combination of work in progress at the airport with the landing direction. Some extra en-route delay was accumulated in Spanish Airspace due to ATC capacity and staffing, representing approximately 18% of the total delay.
Feedback and reporting from ACCs, pilots and dispatchers
So far, no major problems have been reported to EUROCONTROL by ACCs, pilots and dispatchers. Many reporting forms are already coming in, and in the next coming days we expect to receive the reports from nearly all participating ACCs in the ECAC area. Electronically, nearly 100-detailed feedbacks have been filed, mainly from pilots and AOs.
Data analysis
All the feedback reports, incl. electronic ones, will be analysed in detail. In addition, CFMU data will be analysed in the next weeks to determine the level of adherence and the impact on Air Traffic. The analyses will be compiled in a full report of the Adherence Days. It will include the issues already raised such as Opposite Direction Levels, RPLs, ATCO access to RFL, level capping by ATC, etc. It is expected that a draft report will be made available by the end of this month.
Preliminary Conclusion
From the amount of feedback and comments received so far we can already conclude that the Adherence Days were a success in bringing all the issues on the table as regards the flight level dimension of Flight Plan and ATFCM Adherence. The trial report will be a key input to the next steps, with all involved, towards improving predictability and addressing the issues raised. The current interaction between all players that the trial has brought about Europe-wide provides an excellent basis to take this further.
